Over the next decade, the Plan calls for bold action, strong partnerships, and sustained investment to cultivate a Downtown that is vibrant, welcoming, and resilient and a place where people choose to live, work, gather, and invest. Historic spaces will be transformed for new purposes, and culture, public life, and everyday experiences will combine to shape a Downtown that reflects London’s ambitions and identity.

The comprehensive 10-year roadmap is based on technical research, policy analysis, and extensive community and public engagement. The Downtown Plan responds to changing economic, social, and urban conditions while reinforcing Downtown’s role as the cultural, civic, and economic heart of London. Its 58 actions support residential and commercial growth, promote investment and adaptive reuse, enhance mobility and public spaces, and create new opportunities for arts, culture, entertainment, and community life.
