Niagara Region’s Consolidated Housing Master Plan established a long-term strategy for expanding and renewing community housing across the Region in response to growing housing need and affordability pressures. The Plan brought together housing needs, existing community housing assets, development opportunities, funding, construction costs, and implementation timelines to identify and prioritize opportunities for new affordable housing between 2022 and 2045.

As part of a multidisciplinary team led by Colliers Project Leaders, Re:Public combined land use and housing policy analysis with GIS-based spatial analysis and engagement to understand where new housing could be delivered. Re:Public developed a comprehensive GIS inventory of housing assets, assessed redevelopment and infill opportunities using data-driven scoring criteria, and undertook a high-level capacity analysis of publicly owned lands across Niagara’s municipalities. This work helped connect regional housing priorities with local planning conditions and identify opportunities for a more coordinated and geographically distributed approach to affordable housing investment.
