Re:Public led the development of Growing Opportunity, the Township of Lucan Biddulph’s first Community Improvement Plan. Developed collaboratively with Council, staff, local businesses, and the community, the CIP established a 10-year framework to support economic development, community revitalization, public realm improvements, and balanced growth across the Township.

Expanding beyond the traditional downtown-focused approach to community improvement planning, Growing Opportunity was designed to support both urban settlement and rural areas. The Plan combines Township-wide improvement goals, financial incentive programs, and municipal leadership initiatives into a flexible toolbox that can respond to a range of local needs and opportunities—from supporting local businesses and Main Street revitalization to encouraging investment across different sectors and strengthening the public realm.
