Formerly operated as part of the University of Guelph, in 2014 the University announced that it would no longer be offering academic and research programming at their Kemptville Campus. In response, the Municipality of North Grenville took ownership of the 600 acre campus with the eventual goal of turning the campus into an educational and multi-purpose community hub for Eastern Ontario. Re: public was engaged to lead the development of the Campus’ first master plan to establish a blueprint for the adaptive reuse of the campus lands and buildings. Accompanied by a significant public consultation programme, the resultant master plan developed an exciting and ambitious plan for the campus lands building built around the agricultural and educational heritage of the campus and centred on the Campus’ pillars of: education and learning; health and wellness; economic development; and climate change resiliency. The Plan’s goals are to create an exciting and diverse community hub offering a wide range of activities and programming designed to create a new destination and economic driver for the Municipality.

A Complete Implementation Plan
The Master Plan translates its long-term vision into an actionable program organized around eight “Big Moves,” each intended to advance as a distinct project through further study, detailed design, funding, and construction. Implementation is supported by partnerships across the public, private, and non-profit sectors, with programming and initiatives advanced through partnerships, business cases, and continued community involvement.
Sectors for a Complete Campus
The campus masterplan created 6 distinct sectors to reflect the existing landscapes, while also integrating new infrastructure to support not only academic functions, but also recreational and agricultural functions. These sectors also work together to protect and enhance the character and heritage of the campus.
