Elgincentives Community Improvement Plan Review & Update

After a decade of success, Elgin County recognized the need to refresh its Community Improvement Plan to respond to changing market conditions, emerging housing needs, and evolving economic priorities. Re:Public lead a comprehensive review and update, ensuring the program would continue to support local businesses, attract investment, and strengthen communities across the County.

Through a detailed review of program performance, application data, policy directions, and feedback from community partners, we identified opportunities to modernize incentives, simplify administration, and better align the Plan with priorities such as affordable housing and community revitalization.

The updated CIP introduces eight financial incentive programs, supported by a series of Municipal Leadership Initiatives. Together, they provide a flexible and forward-looking framework to encourage investment and create lasting community impact over the next decade.

Five New Goals

The updated Elgincentives program established a renewed vision and County-wide goals to guide investment over the next decade. The Plan expands beyond traditional economic development objectives to support the following goals:

1. Create more Affordable Housing Options

2. Revitalize Sense of Place in Core Areas and Main Streets

3. Support Agri-Tourism and Rural Economic Diversification

4. Improve Building Efficiency and Support Sustainable Development

5. Stimulate Economic Growth and Local Vitality

A New Framework for Community Improvement

Eight new incentive programs have been introduced to support a diverse array of community-building goals. These programs focus on various initiatives, including affordable housing, additional dwelling units, downtown revitalization, building modernization, industrial growth, sustainability efforts, brownfield redevelopment, and agri-tourism. The new framework offers flexible pathways for investment across urban, rural, and employment areas throughout Elgin County.
