The South Stormont Area Development Strategy establishes a clear vision for 34 hectares of Township-owned land in Ingleside, unlocking an important opportunity to support local housing needs and long-term community growth. Building on the Township’s Housing Needs Assessment, the strategy creates a practical framework for a diverse mix of housing types, tenures, and affordability levels.

Key components of the scope of work included site and policy analysis, concept development, and evaluation of development alternatives to shape a preferred Master Concept Plan. The plan addresses land use, density, infrastructure, transportation, and public realm improvements, while providing a clear implementation pathway to help the Township advance feasible, connected, and community-focused development over time.

Shaping the Vision

Public feedback was instrumental in developing the vision for the lands. Insights gathered during the Housing Needs Assessment were complemented by discussions at a community design charrette.

Goals & Ambitions for the Lands

The development will expand the Ingleside community, creating spaces where residents can grow, thrive, and stay connected. With attainable housing, attractive green spaces, and active mobility networks, the neighborhood will welcome all generations. The development will build upon Ingleside’s character while ensuring it evolves into a more inclusive and resilient home for years to come.

Long-Term Vision for Housing

The comprehensive land use framework accounts for approximately 875 future housing units over a 20-30 year horizon and addresses recommendations from the municipality’s HNA by identifying opportunities for a broader range of housing types and tenures.

Advancing Housing Diversity and Age-in-Place Opportunities

The plan includes low, medium, and high-density housing, as well as senior-focused housing options. The plan helps position the Township to accommodate changing demographic needs, including affordable, rental, and senior-oriented housing, while integrating mobility, public realm, green infrastructure, servicing, and community needs.

Guide for Future Growth

As South Stormont continues to grow, the Township-owned lands in Ingleside represent an important opportunity to shape that growth and creating new housing while ensuring development is coordinated, connected, and responsive to long-term community needs.

For each classification, the team developed:

Land use and development guidelines to guide future decision-making
Demonstration build-out plan illustrating how development could be coordinated and phased over time
A suite of housing typologies, plans, diagrams, and visualizations that translate policy and planning objectives into a clear picture of what future development could look like.

Together, these tools give the Township both a compelling vision for the site and an actionable implementation framework. This will help leverage municipal land to expand housing choice, support aging in place, and guide coordinated, community-oriented growth.
