In collaboration with the City of Cornwall, our team prepared a Housing Needs Assessment to meet Housing Accelerator Fund requirements and support the City’s broader housing strategy. This data-driven report offers insight into housing demand, affordability gaps, and demographic and economic trends, enabling informed decisions on housing and infrastructure planning.
The assessment follows the Canada Mortgage and Housing Corporation’s standardized framework and incorporates the Housing Assessment Resource Tool, which uses disaggregated data from Statistics Canada to support equity-focused analysis. Using a mixed-methods approach, the assessment combines quantitative data from CMHC, Statistics Canada, and municipal sources with qualitative input from public surveys and targeted workshops. This ensures findings reflect local lived experience and context.
The Housing Needs Assessment provides a critical evidence base for guiding growth management, housing policy, land use planning, and infrastructure investment. It confirms a significant housing shortfall in Cornwall, particularly for smaller units and lower-income households, and supports the development of meaningful housing targets to build a more inclusive and resilient housing system.
